Subject Kawa problem

Here's my setup -I'm using JDK1.3, Tomcat 3.2, Windows2000, and KAWA 5.0
 
I followed the instructions on the Allaire site but, I get the following
output when I press F4 (Build/Run):

Any ideas on why it can't see the server.xml, which by the way is actually
there?
