Yes.

Yes, it is.  If you want your own files to be in the "default" webapp,
this is the
place to put them to take advantage of the default initialization.

Two different ways:

* Don't put your directories under webapps - put them someplace
  else and create <Context> entries that refer to them.

* Comment out the ContextInterceptor with class
    "org.apache.tomcat.context.AutoSetup".
