Then i reinstalled tomcat into c:\jakarta-tomcat directory and did the same. Filter works properly. I have=20 had the same problem (tomcat was installed into c:\tomcat=20 directory).
 
Then i=20 reinstalled tomcat into c:\jakarta-tomcat directory  and did the=20 same.
Filter=20 works properly.
