Try referencing the dtd for web.xml as follows:

<!DOCTYPE web-app
    PUBLIC "-//Sun Microsystems, Inc.//DTD Web 		   
Application 2.2//EN"
    "http://java.sun.com/j2ee/dtds/web-app_2.2.dtd">
