Any idea what the following error means?

org.apache.jasper.JasperException: Unable to open taglibrary test.tld :
Parse Error in the tag library descriptor: Element "taglib" does not allow
"urn" here.

I put the test.tld file in install_dir/webapps/Root -- the same place where
my JSP file is.

Here's the reference line in the JSP file:

<%@ taglib uri="test.tld" prefix="leo" %>
