Subject make tomcat use apache docroot for jsps?

How can I get tomcat to look in the webserver document root for a JSP?  I call a jsp in my
apache document root and I get the following error:
JSP file "/usr/local/jakarta-tomcat/webapps/ROOT/hello.jsp (No such file or directory)" not
found 

I am running apache 1.3.9, latest tomcat.  FreeBSD 3.4 stable, JDK1.2.2 native.
