I had met such error before, and I later found the reason is that I forgot to startup Tomcat.
When apache tries connecting to Tomcat through mod_jserv and failes, it will give out that
It might be the same reason.

  Apache/1.3.12 Server at Port 80

  The file mod_jserv.log contains the following:

  [07/11/2000 18:53:56:810] (EMERGENCY) ajp12: can not connect to host

  [07/11/2000 18:53:56:810] (EMERGENCY) ajp12: connection fail

  [07/11/2000 18:53:56:810] (ERROR) an error returned handling request via protocol "ajpv12"


  Any input will be greatly appreciated.
