It s probably your JDK don t work property. I use RedHat 6.1 and JDK 1.2, but didn't work.
I download 1.1.8 version of IBM's JDK and now Tomcat work fine.

after installing jndi.jar and ldap1.2.2.jar into tomcat lib,
ldap.xml returned the error below:
