You might find that stopping and restarting the IIS Admin service via the
Services applet in Control Panel is sufficient to get this working.  At
least this seemed to work for me.

I had the same problem myself. I solved it by rebooting the computer (no
kidding !). As I have verified several times, you have to do this when you
change the IIS/Tomcat property files.
