Subject Problem in <%@ include %>

I've try to include other jsp in my jsp page.  It seems to be work 
in JSWDK1.0.1.  But I move to Tomcat, The following error message occurs.

org.apache.jasper.compiler.ParseException: Seen file /jsp/jrt/test3.jsp 
already, maybe this is a recursive include?!

The jsp file is as follows:
<%@ page language="java" import="java.sql.*, java.util.*, javax.servlet.*" %> 
<html>
<head>
<title>Untitled Document</title>
<meta http-equiv="Content-Type" content="text/html; charset=big5">
</head>

<body bgcolor="#FFFFFF">
<% String var1 = "hello";%>
<%@include file="test3.jsp"%>
<%@include file="test3.jsp"%>
<form name="form1" method="post" action="">
  testing 
  <input type="text" name="txt1">
  <input type="submit" name="buttom" value="Submit" onClick="window.open('test2.jsp')">
</form>
</body>
</html>

P.S. I am using apacje 1.3.12 and Tomcat 3.1 in Linux RedHat 6.1
