Change the line in /etc/inittab to:
T1:23435:once:/usr/local/jakarta/jakarta-tomcat/bin/startup.sh
(notice that respawn is changed to once)

Modify startup.sh to explicity specify values for TOMCAT_HOME and JAVA_HOME.
