What user are you using to launch tomcat? It just launches itself as an
application in whatever user you are unless you do something special.

eg: if you are root but want to run it as another user (eg: you're writing a
system V init script or something) you'd probably want something like:

su - tomcat -c "$TOMCAT_HOME/bin/startup.sh"
