By the looks of your mails, you are using a file dsp.war to hold your
web application and expecting the results to apply to the whole web
site.  I take it that .dsp files within dsp.war work as expected... 
Anyway by the sounds of it you probably need to be writing an
Interceptor of some sort.  These have to be installed at server level,
not web app level, and you can see some examples (including
JspInterceptor) in the org.apache.tomcat.request package.  Of course
these appear to be specific to tomcat.  You would probably be better
just distributing the old fashioned way; in this case a jar of DSP
classes, along with a few lines of code to be inserted in the necessary
web.xml files.
