You shoud put the servlets in webapps/servlets/WEB-INF/classes,
and add the servlet-mapping in webapps/servlets/WEB-INF/web.xml.
do not forget add one line to you tomcat.conf (which is include
in httpd.conf):
ApJServMount /servlets /root
