Consider the possibility that the JSP is working right and 
what is going wrong is the browser's view. If you are creating
a page in which the graphics references are relative rather
than absolute, if the browser changes what it considers the
base directory, all of your relative links become wrong.

Solution - define a <BASE for the page OR use absolute URLs for
the graphics.
