Did you add the appropriate symlinks to rc1.d, rc2.d, etc?

I think something like this should work:

rc0.d/K15tomcat -> ../init.d/tomcat
rc2.d/K15tomcat -> ../init.d/tomcat
rc3.d/S75tomcat -> ../init.d/tomcat
rc4.d/S75tomcat -> ../init.d/tomcat
rc5.d/S75tomcat -> ../init.d/tomcat
rc6.d/K15tomcat -> ../init.d/tomcat
