Subject arguments for jsps in tomcat?

I've read about using web.xml to pass init parameters or arguments to a
servlet. I'm unclear how this can be done for a JSP.

I'm trying to setup tomcat for a production context and QA context and
want to be able to have the jsp pass the corresponding config file to a
controller object to finish initialization...That's why I want to pass
an arg to a jsp which will pass along to the controller bean...
