Subject index.html in docBase

We have remote apache servers communicating and remote mounting tomcat
contexts. If there is an index.html in the root of the docBase, then I get a
Not Found 404 message on the remote apache server. If there is no index.html,
then I get a wonderful directory listing from tomcat.

I tried this with the default examples context by just creating an empty
index.html in ${TOMCAT_HOME}/webapps/examples and I get the 404 message. Lower
level directories with index.html work fine (like exmaples/jsp).

Ideas?
