So is it correct to say that .class or .jar files that are in WEB-INF/classes
will automagically be reloaded without having to restart Tomcat, and that
.class or .jar file in WEB-INF/lib will not be reloaded unless you restart
Tomcat because they are part of the CLASSPATH?
