Hi,

Yes, it is necessary to start Tomcat first. You don't need to run Apache,
if Tomcat web server is serving static pages, servlets and JSP. But, if
you want Apache to serve static pages, Perl scripts etc and Tomcat to
serve Servlets and JSP,  then you need to start Tomcat first and then
Apache.
