Your question was cut in the middle ofthe description of Tomcat's
complaint.
 
The beginning of the question sounds like it would be useful if you
could send a minimalistic setup which demonstrates the problem.

I also had the same problem, and I too was waiting for an answer to your
question, what i do right now is use the <jsp:include /> tag instead.
