Thank you William,

the tools.jar was set in the classpath (CLASSPATH = ...;JAVA_HOME/lib/tools.jar
but
the JAVA_HOME environment variable was not set correctly :-)

This was the fastest answer i ever got in a mailing list.

It means it can't find the compiler, you'll need to put tools.jar (in
$JAVAHOME/lib) in your classpath in the tomcat startup script.
