We also have a couple extra lines in our conf..

AuthName Development_Servlets
AuthUserFile d:\apachepath\apache\users\pwd
<Limit GET POST>
require valid_user
</Limit>
</Location>


Not sure it will help but you could try

I mis-typed the e-mail; the httpd.conf is right
(and there's nothing in error.log...)

BTW. I've tried the <Location> tag in httpd.conf
_before_and_after_ Include TOMCAT_HOME/tomcat.conf
and in tomcat.conf itself
