Subject Apache vs Tomcat serving / context

OK I'm stumped. Following is my tomcat.conf, sorry for being so verbose. I'm trying to figure
out
why Apache is not serving my request for the root / on my web sites (i.e.
http://dev.ilca.hlp.reliantenergy.com/). When I request the website root / I get the Tomcat
directory listing. If I request any directories below the root /a/, /b/, I get the expected
Apache
directory listing. Everything else works great. In each sites server.xml I mount "" to the
website
root for a / context for Tomcat but I believe the static files are still being served by Apache.
