It's dead, Jim...
do a ps fax|grep tomcat and see what is shown. if there's
something there of the form

"/usr/lib/jdk1.1/bin/i686/native_threads/java -Dtomcat.home=./bin/.. org/apache/tomcat/startup/Tomcat"

then you'll have to manually 'kill' all the processes. hth
