Subject: 4th Post to this group!!!

This is the 4th time i've posted to this group about the problems with the
tomcat xml parsers for the web.xml files. The parsers do not except the
instance of an external ENTITY to be referenced in the xml. Does anyone out
there now what the problem is? I would at least hope one 'commiter' would
know what is going on with this.
example:
start of doc:
<!DOCTYPE web-app PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application
2.2//EN"
    " http://java.sun.com/j2ee/dtds/web-app_2.2.dtd" [
    <!ENTITY dir SYSTEM "dir.txt">
    ] >
on down in code:
<init-param>
    <param-name>initCfgParm2</param-name>
    <param-value>&dir;/VisionServer.properties</param-value>  <-- entity
referenced here
</init-param>
dir.txt contains:
/work/com/quazi/Config
