Incidentally, you did comment out (by placing a # at the beginning):

     LoadModule jserv_module libexec/mod_jserv.so

and uncomment (by deleting the initial #):

     LoadModule jserv_module modules/ApacheModuleJServ.dll

near the top of TOMCAT_HOME/conf/tomcat.conf, right? If not, you must do so
because the .so id only for "Unix" and the .dll is for MSWin.

Here is the top few lines of the tomcat.conf on my NT box:
