The best way to do this is to simply copy  the .JAR file into either one of:

$TOMCAT_HOME/lib - makes it available to all apps running under Tomcat -
probably best for JDBC drivers

- or -

$TOMCAT_HOME/webapps/myapp/WEB-INF/lib - makes it available to "myapp" only.


No need to do any file editing. Just copy the .jar file into the directory
and restart Tomcat. It automatically adds it to the CLASSPATH.
