We ran into a similar problem with URL redirection.  Relative paths don't seem
to work.  We found a workaround:  Put the characters "./" in front of your URI,
and it will be considered relative to the current JSP.  Maybe this will work for
include directives as well.

I ended up doing the same thing yesterday.     TomCat doesn't appear to use
the location of the JSP as the default directory.
