It is in the servlet spec.  Add a <load-on-startup>1</load-on-startup>
element
inside your <servlet> tag after any initialization parameters.

In Web.xml
<servlet>
      <servlet-name>Hello</servlet-name>
      <servlet-class>SayHelloServlet</servlet-class>
      <!-- Load this servlet at server startup time -->
      <load-on-startup>1</load-on-startup>
</servlet>
