since Tomcat relies on the compiler in tools.jar it is not possible to run
it on a machine that only has JRE installed. we're developing a package of
jsp programs that we'll be distributing to client machines. is it possible
(ie: legal) to resitribute just the tools.jar file since the rest of the
jdk package is completely unecessary?
