I know of three options.
1. <param-value><![CDATA[<bar/>]]></param-value>
2. <param-value>%lt;bar/%gt;</param-value>
3. <param-value>%#60;bar/%#62;</param-value>

Well, I tried  <param-value> "<bar/>"  </param-value>
and also       <param-value> \<bar/\>  </param-value>
but those didn't work, either.
