Bootstrap builds ant without using ant (by running javac),
but build runs ant, which invokes the compiler directly
by loading the class (sun.tools.javac.Main).  So it needs
to have the compiler in the classpath.

Set the environment variable JAVA_HOME to where your
JDK is installed.  Build.bat will put JAVA_HOME/lib/tools.jar
in your classpath (which is about what javac does as well).
