i don't know....
you must have included "tools.jar" file(for jdk1.2.2) in tomcat.properties
where you specified you wrapper.classpath as follows:

wrapper.classpath=C:\jdk1.2.2\lib\tools.jar

Right???
i can't see any other problem...
and yes you can use jdk1.1.8 with tomcat 3.1..The only difference is you
don't have to include tools.jar file in tomcat.properties file as i said
above..
