Kevin,

I've had a similar problem.  Does the taglib descriptor XML file contain a
reference to the appropriate DTD?

Does the beginning of your file look like this?

<?xml version="1.0"?>
<!DOCTYPE taglib PUBLIC "-//Sun Microsystems, Inc.//DTD JSP Tag Library
1.1//EN"
"http://java.sun.com/j2ee/dtds/web-jsptaglibrary_1_1.dtd">
<taglib>
     ...

Adding the DTD reference solved the problem in my case... there is a bug
report in Bugzilla about this - I believe the resolution (probably not in
this release) will be to change the message of the exception that is thrown
to something a little more educating!
