Sometimes it happens if java.exe can't find webserver.jar (and other jars)
from directory TOMCAT_HOME/lib
What you have to do is to enter TOMCAT_HOME environment variable and include
all files from TOMCAT_HOME\lib into CLASSPATH env variable
