Subject war files !!

Hi everybody,
I have some questions:
1. What is the function of war files and how to make them?
2. What roles do manifest files play and why are they always included in the
META-INF directory?
3. Do we always have to include the WEB-INF and META-INf directories in the
directory that we make?
