I had a similar problem before and it worked when, from the Tomcat bin
directory, I just did

	startup.sh .

Please note the period.  It seems that startup.sh needs to know where is the
Tomcat directory.

I guess it will be fixed by setting TOMCAT_HOME to the directory of Tomcat,
but I haven't tried it yet.
