Subject Problem reading local file?

Hello,

When running with Java Web Server my servlet is having no problems reading
from a local file on my filesystem.  But as I am trying to move my
application to Apache & Tomcat and I am finally getting my servlets to run
but now I get this error (where previously I was not):

Because my code is still running fine through JWS I am guessing this is a
configuration problem either in Apache or Tomcat.  This is my first time
trying to set up Apache/Tomcat. Is there a solution to this?

System info:
Apache 1.3.12
Tomcat 3.1beta
Solaris 7
