Make sure you're using JSTL 1.1.

<%@ taglib prefix="c"  uri="http://java.sun.com/jsp/jstl/core" %>
<%@ taglib prefix="fn" uri="http://java.sun.com/jsp/jstl/functions" %>

Functions are really part of the EL, so use them within an EL expression:

${fn:trim(row.user_id)}
