Thanks for your ideas.

The jar files you mentioned are in the proper tomcat directories. I removed
the filter declaration from tomcat's conf/web.xml file. 

The problem persists. Could it be something else?

This is a netbeans / SunOne Studio issue. The monitor filter is a filter
that
takes data on the requests being sent to the server. You can look at this 
data from the Http monitor tool in the SunOne Studio. 

In netbeans 3.4.1, if the monitor is not installed globally  (e.g. if
you got the JSP support from the update center and installed it locally when

upgrading), then the monitor doesn't get installed properly. 

Here's a bug report pertaining to this issue:

http://www.netbeans.org/issues/show_bug.cgi?id=29199

The solution involves placing the proper jars
into tomcat's lib directories:
monitor-valve.jar -> server/lib
httpmonitor.jar   -> lib

Or, if you are running tomcat standalone outside netbeans, you can 
remove the filter declaration from tomcat's conf/web.xml file.
