No; if you need mutually exclusive conditions, you can use <c:catch>,
<c:when>, and <c:otherwise>.  There are a few problems with a <c:else> tag
not contained a master block (like <c:choose>) that caused us to want to
avoid specifying such a tag for JSTL.
