No, you'll have to take

<c:choose>
  <c:when test="...">
    ...
  </c:when>
  <c:otherwise>
    ...
  </c:otherwise>
</c:choose>

As an idea for JSTL.next, it would be nice to have
<c:if test="...">
  ...
<c:else/>
  ...
</c:if>

but I don't know if this is possible with Tags.
