Not working for me:

    <plugin>
      <groupId>org.apache.tomcat.maven</groupId>
      <artifactId>tomcat7-maven-plugin</artifactId>
      <version>2.0</version>
      <configuration>
        <backgroundProcessorDelay>10</backgroundProcessorDelay>
      </configuration>
    </plugin>

Modified resources are not refreshed at the webapp :-/
