The mime type for javascript for the expires by type filter is documented as
text/javascript.  Tomcat actually serves javascript with the mime-type
application/javascript.

Says
 <init-param>
    <param-name>ExpiresByType text/javascript</param-name>
    <param-value>access plus 1 month</param-value>
 </init-param>

Should say

 <init-param>
    <param-name>ExpiresByType application/javascript</param-name>
    <param-value>access plus 1 month</param-value>
 </init-param>
