and in ApplicationJspConfigDescriptor

jspPropertyGroups are HashSet but this kind of set doesn't preserve the order
in which elements are added. However it should be guaranteed to be spec
compliant.

Using a LinkedHashSet instead of the HashSet fixes this issues.
