Subject DO NOT REPLY [Bug 49857] New: the bootstrap.jar's manifest.mf file need tomcat-juli.jar item for command line start

there is no tomcat-juli.jar item in the class-path line of the manifest.mf file
of bootstrap.jar file. and i can not start the tomcat with command line 
java -jar bootstrap.jar -cp ./tomcat-juli.jar 
and has the error like below:
Exception in thread "main" java.lang.NoClassDefFoundError:
org/apache/juli/loggi
ng/LogFactory
        at org.apache.catalina.startup.Bootstrap.<clinit>(Bootstrap.java:55)

ll exit.

I report this error and want to know why cann't it start while I give the -cp
argument.
