Those steps are a series of actions the user should be able to perform.

Neither. These are user actions. But, the JMX methods need to be there to
support them once Tomcat has been started.

Not necessary.

I think you missed the point. addChild() needs to make sure that the child is
visible in JMX so it can be configured (again via JMX) before it is started.
Note my previous comment about using startChildren attribute of the parent to
ensure the child isn't started until it has been configured.
