According to the documentation

http://tomcat.apache.org/tomcat-5.5-doc/config/context.html

one should set the attribute reloadable of the context element to true, to
enable
automatic class reloading during deploy. The setting has no effect no matter if
it is set inside the server.xml or a separate context.xml.
