Tomcat 5 is the last major version that includes the admin app. This would be
fairly invasive to fix as there is currently no easy way to distinguish between
a context that failed to start due to an invalid docBase and one that failed to
start for some other reason.

Given the work required to fix this and that the admin app has been
discontinued I don't believe this is worth the effort to fix.

If anyone feels differently, feel free to re-open this and attach a patch.
